This is actually true, with one important clarification. The manuscript found in Afghanistan in 1997 is about 1,300 years old and is considered the oldest known surviving Hebrew codex (book-form manuscript). It is not the oldest Jewish text ever discovered the Dead Sea Scrolls, for example, are much older.
