and the red is at the top bevause thats the most important one to see, it will be the first thing you see if you have a tall car or truck infront of you, green and yellow are not immediate action causes but the red is hence higher important

I also use this color system in my work a lot. Red means non-compliance, green means compliance and yellow means waiting for further checking
