What if you just sew them on the two contact points that you were holding up? So if you wanted a long skirt you can cut the thread and if you wanted a short one you could sew it back or leave it

Sew two parallel lines on one side to make a narrow channel. Pass a cord through it and tie a bow. Repeat on the other side. It adds shape and you can always remove the tie and have it long again.
