Torrential rain has unleashed flash floods and powerful mudslides across northern Chile, sending water, mud and debris tearing through Tocopilla. Cars have been swept downhill. Roads have been cut off. Families have been evacuated. And the damage is extensive. Officials say roughly 60% of homes in Tocopilla have been affected, with more than 2,000 people now staying in shelters. Chile has declared a state of catastrophe for the province as emergency crews work through the damage.
