I would pre measure and prep my formula for the day in a big juice jug. I would immediately divide the mixture into the daily amount of bottles the baby should have and stick them in fridge and warm up as I used them. Measurements were always exact and no worry of which came first, powder or water.

I always put water first just so the formula wouldn't stick to the bottom of the bottle. Good to know I was doing it right either way

So for a 6oz bottle I always do 5.5oz of water then 3 scoops of formula makes a perfect 6oz of liquid once the weight of the formula is mixed. I have done formula first a couple times and when making a 6oz bottle doing 3 scoops of formula if you then pour the water in and before shaking it’s at like 6.5oz after you shake it it’s usually a 6oz of liquid. But generally I do the water first
