Let’s not miss the fact that the couple made an illegal turn in front of the deputy and failed to yield. They are at fault. The deputy speed is a secondary factor.

Well, the left-hand turn has to yield to oncoming traffic. At least that’s what the law states. There should be some partial blame for speeding on the officers behalf, but then lack of distance awareness on the couple.

that attorney said he's surprised that they weren't charged criminally. what charge? the only violation I see is 22349bVC or 22350VC, both are infractions. the cause is 21801aVC by the turning vehicle.
