To me, I feel Rufai leveraged on Mogalu’s response of the framework;1. Process and, ii. operational. Rufai questioned the perceived irregularities in the process from the fact that the process did not align with the Nigerian constitution as amended and cited those irregularities from the facts of events that unfolded during the process. Mogalu was technical to not answerably responsible to whatever flaws the bill has during that process. I think both of them know their work and are so brilliant in it!
