I was throwing mid 90s at like 13. I had to bring my birth certificate with me to little league games because people didn’t believe my age. But, very possible to be throwing heat at a younger age. It’s not uncommon.

Adding pine tar to his finger, then ball doesn’t increase the velocity at all. Itd be more used for pitches like curve balls, to get grip on the ball for rotation.

Id argue the hat falling off consistently almost directly behind the ball in the batters line of sight is the issue. Distracting the batter from the ball.
