Genuine question, why do people give their oc's weak quirks? like ofc not everyone wants their oc's to be super strong or not be a hero. But to whoever's oc does want to be a hero, why give them a weak quirk?

Quirk: Shuffle of Cards Purpose: Uses cards, to activate it, she has to say the club suit, each has a different use. Spade drops literal spades from the sky, it can be in any direction, its strength depends on the roman numeral, Hearts controls anyone like a puppet but only in a limited range, Diamond, can combine anything metal into anything. Club combines all suits. Drawback: Breaks her wrists and finger bones, sometimes even legs. Can also cause severe bleeding.
