We have female prophets in the Bible. Luke 2:36-38 – "There was also a prophet, Anna, the daughter of Penuel, of the tribe of Asher. She was very old; she had lived with her husband seven years after her marriage, and then was a widow until she was eighty-four. She never left the temple but worshiped night and day, fasting and praying. Coming up to them at that very moment, she gave thanks to God and spoke about the child to all who were looking for the redemption of Jerusalem." 2 Kings 22:14 - "Huldah the prophet, the wife of Shallum son of Tikvah, the son of Harhas, keeper of the wardrobe, lived in Jerusalem, in the New Quarter. And they spoke with her. Judges 4:4 - "Now Deborah, a prophet, the wife of Lappidoth, was leading Israel at that time." The Bible specifically points to these women as Prophets. it's both in the Old and New Testaments. Being called into a position or office is not going above the law of marriage. That's why we have women rulers. Ephesus was home to the massive Temple of Artemis. In this highly influential pagan culture, women held all the top religious power, and men were completely subservient. Therefore this was an emergency call... to stop the traditional customs.

The scripture never outline any qualifications for a woman to be a overseer of his flock.
