Running netcfg -d in Command Prompt specifically cleans up all network adapters, clears network bindings, and reinitializes virtual switches.
Performing a Network reset through Windows 11 Settings runs a broader process. In addition to resetting all installed network adapters (including Wi-Fi adapters) back to factory settings, it also resets TCP/IP settings, clears the DNS cache, and resets Winsock catalog entries.
Verdict: They are not identical, but they accomplish a similar goal. The Settings method is a complete system-wide network reset, whereas netcfg -d specifically targets network adapter configurations and bindings.
