the best part is, the ministry of education DO NOT ALLOW the students to re-apply to universities they CAN go with new points. Because these students already applied to the best universities with cheating points, they have no choice but to either fail and couldn't go to the universities they chose, or go to college which is much worse choice than normal university.

that's kinda unfortunate for those who got lucky and got a high score then you have to retest because everyone else is allegedly cheating. You did the retest and failed. Even worse, you're now considered one of the cheaters.
