I take a difference from this speaker. It's the contractor that supervises but professional consultants do inspection on a project and not monitor. This view is in line with project management thoughts. However, under construction management thoughts, Builders manage. But how a builder manages is by monitoring quality, time scope and cost to comply with plans by consultant. As a QS , I think NIOB and CORBON should crave to be better recognized as consultants too in the downstream just like other professionals in the upstream of construction project management.
