To put it simply because that small bone would not hold a large wing and a dinosaur of that size needs a large wing to fly, for example look at this bird wings under X-ray see how long the bone is

Paleontologists can estimate musculature from the skeleton because many muscles and tendons leave distinctive attachment features on bones, and they can compare those with living relatives. So while the exact muscle size isn’t always knowable, the skeleton places strong limits on what musculature is possible. A T. rex couldn’t simply have had enormous muscular wings without the corresponding skeletal adaptations.
