The original plan was to construct 5,000 affordable housing units at Saglemi in the Ningo-Prampram District of the Greater Accra Region. The houses were intended primarily for workers/general members of the public, with the units to be sold through mortgage arrangements. The project was financed through a US$200 million Credit Suisse facility, with Construtora OAS Ghana Limited engaged as the contractor.
