parents should be sentenced to prison an the 7 year old needs a lot of therapy because this is going to really mess him up. he definitely should have know this would harm maybe even kill his little sister but at 7 he wouldn't fully understand the ramifications. knowing that something can kill isn't the same as understanding that it's forever an it's bad
