i always thought it was about the men who start to "flirt" with women. Here in mexico there is a expression "Tirarle los perros" (throw her/him the dogs) and it is used when someone is trying to flirt

Baja men were not the originators of that song FYI. Give credit Where is due. "Who Let the Dogs Out?" was written by the Trinidadian musician Anslem Douglas, who originally released it in 1998 under the title "Doggie"
