AI, traffic never flows like that. Always an accident or construction, many times both. Highway speeds are 20 mph unless it's 2am then it's 120 mph.

This is crazy to me because when I moved here in 1997 I live very close to that interchange and it was literally two lanes going west and two lanes going east and on-ramp on either side. That was it.
