In honesty; paying the contributory fee is NOT the problem either to enuh. Sometimes it feels forced, as if you don’t pay it then you can’t enter & I’ve encountered this many times.

living in Negril I can tell you that there are only two spots where locals have free access. The Beach Park and a section of Long Bay Beach that locals go through the fence

If all of them were to be free everyone would have to clean and spend money to upkeep them which I don’t think most Jamaican will be willing to do. In addition tourism is our biggest money maker so realistically we need the hotels to be competitive and have decent beaches. If tourist don’t enjoy them stay and don’t come back sadly our economy is going to suffer🥲
