Are is the correct verb. The connective together makes the deputies a second subject to the sentence which makes the subjects plural.

I thought the rule is' if there is a singular and plural subject we use the one closest to the verb...which would be his deputies...which would make our answer, are.... a plural subject needs a plural verb. Let me know if its because of the semiconjunctions. 🥰
