He put it very poorly. His point was that the rise of school shootings were a necessary cost for the 2nd amendment. It's not shown in that clip, but he also spoke many times on WHY the 2nd amendment was so important; it makes it impossible for any form of government to control the citizenry by force. And if you know a thing or two about history, or even certain modern-day countries (Iran, North Korea) you would be aware of the horrible atrocities they inflict on their own people, including children (North Korea is known to have m*rdered infants in front of their mothers for failing to swear allegiance to the state). The point of the 2nd amendment is to make that impossible, or at least attempt to. When you look at it through that lens, you can start to see why even the horrific tragedies that happen today might pale in comparison to what COULD be, if we didn't have that protected right.
TL;DR: He believed safely and security is an individual right and responsibility, and believed any government entrusted with that responsibility would result in worse tragedies than what we see today. Hard as that is to imagine.
