Yeah, because they want you buying the PS Pro. What? They want you buying the PS5 Pro. Specifically, they want you buying the Wolverine PS5 Pro. Why do you think a limited and exclusive item is currently being sold less for what the classic PS5 Pro is being sold for? They want people to see it as a deal, which it is. And they want them to buy it. It's not that the people who bought the original PS5 are shit out of luck because you can still buy the controller and enjoy it that way. It's that they released a special version with the PS5 Pro. So just re-releasing the plates separately for other PS5 Pros is simple. Redesigning them to fit around a base PS5 is more work.
