Apparently, from the side of the valley it’s from, he shot someone he knew (a friend lover or ex) and fled, but they lost him, so the alert was to “grid lock” the valley to help keep him from escaping free for his crimes. NONE OF THIS IS CONFIRMED just neighbors gossip cause I guess a few knew him by name.
