@davidforkauai: We need to give investors a reason to sell their property to local families. That’s where this bill comes in! We do need to build more homes, but construction takes years. Local families need help now. There are already thousands of homes on Kaua’i that aren't owner occupied, and many of them not occupied at all. By temporarily eliminating the state capital-gains tax when one of those properties is sold to an owner-occupant, we give owners a powerful reason to sell now instead of five or ten years down the line. We don't need every owner to participate. Even if only a small percentage decide to sell, we could put hundreds of existing homes onto the owner-occupied market almost immediately without pouring a foundation or pulling a single building permit. Think about all the homes in Hawaiʻi that are currently rentals, second homes, or investment properties. Many of those owners may be willing to sell someday, but selling will trigger a significant state capital-gains tax bill. That creates an incentive to hold onto the property (and often keep it empty) rather than sell it. The opposite of what we need to end our housing crisis. With this bill, sellers get a major tax break if they sell to someone who is going to make that house their home. This will encourage sellers to actively seek out owner-occupied buyers and sell the home at a lower rate while still making the same amount of return on their investment.
