The owner did this on purpose. Watch as the guy is walking out (during explanation) he slowed to let the dog get in front. Then completely slowed his pace to remain behind so the dog would exit and attack. Notice he doesn’t say a word until the dog is shot then begins yelling, which he could have done before.
