My theory is that it's the engram of a Rogue AI from beyond the Blackwall. AND, It's a regular Relic, Which only allows communication between the engram the user. Not rewriting the user with the engram's personality like V's relic.

Bet money it's a literal AI. As in, one captured from beyond the Blackwall. Probably sourced by Arasaka from the trials that Lucy was a part of as a kid. This is the most horrifying possibility, however. An unshackled AI in meatspace is a cataclysmically bad scenario.

I’ve dead ass seen people say it’s David or Rebecca on the chip like SON people have got to realize that in the world of cyberpunk and the grand scheme of things David and his crew were basically nobody’s. Like I like them all as much as everyone else but none of them are valuable enough or skilled enough to be put into that chip. Like why the hell would arasaka waste there time putting Rebecca into a chip when she has the skills of an average goon off the street.
