This is misleading and attributing something to Allah that we should be very careful about. We should not say “ Allah will not forgive you until that person forgives you “ as an absolute statement without evidence. At the same time we should not minimize the rights of people or make it seem as though repentance to Allah means you are automatically free from the consequences of wronging his servants. Fear Allah when dealing with people’s rights. Repent sincerely , return what you owe , seek their forgiveness where appropriate and do not take the rights of others lightly. Allah knows best
