Doesn't work with any DC-DC converter to use as UPS since many don't allow for mains to feed both charging and output at the same time, you need a sensing circuit for that and make sure that it can output much more than the actual current draw to avoid overheating and also check charging current so it won't push in too much current in the cells used. And for 12 you should use a 2 to 3S (cells) to maximize the energy efficiency as 1 cell of 3.7V needs much more current than 3 cells in series would.
