1. Canada’s relationships and trade deals with other countries. The U.S. wanted restrictions on Canada’s ability to negotiate future trade arrangements with other countries. That’s particularly important because Canada has been deliberately diversifying away from dependence on the U.S. Carney treated this as a sovereignty issue: Canada decides whom Canada trades with. 2. Canadian culture, Quebec and French-language protections. This is where the story you heard about “getting rid of French” comes from. It wasn’t literally a demand to abolish French. But the U.S. wanted concessions involving Canadian cultural policies and French-language protections in Quebec. Carney specifically said Canada wouldn’t bargain away its culture or French-language protections. 3. Autos and other economic/strategic concessions. The U.S. changed what it was prepared to offer Canada on automobiles and also reportedly sought exclusive/preferential access to Canadian critical minerals. The latter is especially significant because those resources are strategically valuable. That’s why Carney’s reaction was so strong. These weren’t simply negotiations over whether a tariff should be 10% versus 15%. Some of the demands would have affected Canada’s ability to make its own foreign-trade, cultural and resource decisions.
