I think it only means that chasca can now team-up with stellar linchpin characters like odette for more flexibility. As most ppl know, if you have atleast one stellar linchpin character (sandrone & odette as of now) superconduct and swirl are changed into stellar conduct and stellar swirl. Aside from chasca's bow being changed (added stellar swirl passive) there are also other changes like in the viridescent venerer set (it was only swirl but now it has stellar swirl) and prune's passive for her E skill (it needed only swirl but now it can work with stellar swirl). I know there is other passives that got added with stellar swirl I don't remember all but this is only what I remember as of now

no its not some subtle hint they do this with all other characters. for example when lunar charged released, loads of characters had their kits extended to include lunar charged like neuvilettes passive sorry its hard to explain but its likely not a sneak peek its just hoyo making older units able to “work” with the new reactions

that's a definitely a reference for future bow user👀 knowing chasca can't trigger stellar swirl not unless they change or adjust her kit to being able to enable stellar swirl or hoyo is releasing a bow character with stellar swirl gameplay. omy there's really a good chance that tsaritsa will be a bow.

i mean it was swirl at first because that’s the only reaction anemo can create, now that SSW is in, obv it would be in other swirl base buff too like viridescent venerer set etc

not really, they do this all the time. when lunar charged was introduced they also included it in Ifa's passive, originally it's only electro charged

they did this with regular characters too mona’s c1 got lunar charge added and i think ororon got smth like that too. and it wasn’t tied to any buffs nor did they announce it it just happened

Its because they want to reduce the people asking if swirl buffs/related effects affects stellar swirl aswell 🤦🏻🤦🏻 Wording wise, it did changed, but other than that, its functionally the same
