Hello! Person with wildlife rehab experience here. If you are in the US call your nearest wildlife rehabilitation center immediately about this squirrel, and possibly call fish & wildlife or animal control. That squirrel is almost certainly the host of something like a botfly larvae, and based on the licking I would say it is very sick. He needs to be brought to a professional for care or humane euthanasia.

so that animal.os extremely sick regardless of whatever it has and should probably just be put down and removed from the area. call your local fish and wildlife folks and inform them of this squirrels odd behavior. tracking sickness in wildlife is part of their job
