This sounds kind of similar to when the WGA took on Hollywood talent agencies for package deals: the agents were supposed to be negotiating the best deals for their clients, but instead negotiated deals that favored large studios because they got a kickback in the form of packaging fees. It was a clear conflict of interest and agents were intentionally screwing over their clients to make a quick buck. The music industry version is somehow even worse!
