that's on average tho, upper echelons of each faction are where the difference really shows. A highly skilled guard will survive long enough to become a Commissar, and possibly win a few battles before being blown to bits or ripped apart, etc. Meanwhile, highly skilled space marines survive for hundreds of years, and become Chaplains, Lieutenants, Captains, and more, who can handle just about any threat that doesn't just blindside them with unstoppable force or equal them in skill
