OKPELLA COUNCIL OF ULAMAS, ETSAKO EAST LOCAL GOVERNMENT AREA, EDO STATE. His Excellency, The Executive Governor of Edo State Government House, Benin City, Edo State. His Excellency Sir, *PROTEST MESSAGE AGAINST THE NEGLECT AND EXCLUSION OF OKPELLA MUSLIMS FROM THE RECENTLY INAUGURATED EDO STATE MUSLIM PILGRIMS WELFARE BOARD DATED MONDAY 7 SEPTEMBER, 2026.* Your Excellency, We, the Okpella Council of Ulamas, write to formally express our deep disappointment and strong objection to the composition of the recently inaugurated Edo State Muslim Pilgrims Welfare Board, particularly the apparent exclusion of Okpella Muslims from meaningful representation. Our protest is not borne out of a desire for preferential treatment, but from a legitimate demand for fairness, inclusiveness, equity and recognition of the contributions of Okpella Muslims to the political and socioeconomic development of Edo State. It is deeply troubling that, despite the long-standing contribution of Okpella to the political fortunes of the All Progressives Congress (APC) and its candidates, our community continues to be relegated when opportunities for meaningful representation arise. The people of Okpella are widely known for their strong support for the APC, and the community massively supported His Excellency, Governor Monday Okpebholo, during the 2024 governorship election. It is therefore saddening and unacceptable to observe that the last time an Okpella indigene was appointed to the Edo State Pilgrims Welfare Board was in 2011. Fifteen (15) years later, the situation remains unchanged, despite the strategic importance and continued political loyalty of our people. The recently constituted Muslim Hajj Commission presented another opportunity to correct this longstanding imbalance. Unfortunately, Okpella Muslims have once again been overlooked. We consider this a serious act of exclusion that deserves the immediate attention of Your Excellency. We are particularly concerned about the role attributed to the Secretary to the State Government, Mr. Umar Musa Iklor, in the process. We strongly believe that the present composition of the Commission does not adequately reflect the strategic political relevance, geographical spread and contributions of Muslim communities across Edo State. If the process was influenced by the Secretary to the State Government (SSG) in a manner that resulted in the exclusion of Okpella, we consider such an approach deeply unfortunate and politically counterproductive. Your Excellency, at a time when our community is actively mobilising and working toward an ambitious 2.5 million-vote support target for President Bola Ahmed Tinubu in 2027, it is important that the government recognises that political loyalty must be accompanied by fairness, inclusion and tangible representation. Edo state government cannot continually ask Okpella communities for their support while allowing the same communities to feel excluded from appointments and opportunities. Representation is not merely about appointments; it is about recognition, sense of belonging and confidence in government. *OUR APPEAL / DEMANDS* We therefore respectfully but firmly demand that Your Excellency: 1. *Immediately review the composition of the Edo State Muslim Pilgrims Board to ensure equitable representation of Okpella Muslim communities being the second largest Muslim population in Etsako East after Etsako West.* 2. *Ensure that an appropriately qualified and credible Okpella Muslim is given representation in the Board in recognition of our community's longstanding contribution and legitimate stake in the affairs of Edo State Muslims.* 3. *Investigate the circumstances surrounding the blatant exclusion of Okpella from the current appointments, particularly the role played by the relevant officials including Mr. Umar Iklor and others responsible for the process.* 4. *Address the longstanding marginalisation of Okpella in state appointments, especially within Institutions and agencies relating t
