It's called ITMS. It may vary depending on how dense the traffic is, and it also comes with a camera on top of it to analyze which phase/direction is jamming and tell the sign to extend the green light till the traffic is cleared and back to red. The time set you recorded from green to red and back to green again is called a cycle length. Only the traffic lights that have a timer or operate without a camera stay consistent.

It doesnt work like that i suppose. I think there are cameras in each traffic light which monitors the road. And if the camera sees one row is empty they will turn on the red light and let the other row go

It's has sensors that can count the total vehicle on the road and in the future it could have sensors for emergency vehicles too!. I've done that kind of project for my school too.
