It’s super sad for the dog, but it’s entirely the owners fault. I would never allow my dog off leash to go after anyone. Then again, my dogs don’t act like that. That dog definitely was a threat, and that was not friendly behavior, he was protecting his territory and reacting to the owners emotions toward the officer being there. Could have been avoided 🥺
