I honestly think it was a miscommunication. The parents exchange spot is the police station. The officer inside had her leave the children inside for the father to pickup and told her to wait in the car. And said when the father gets the kids she can leave. When the mom saw the father’s car pull up she left. The video cuts off when she was saying she saw his car and didn’t know he was (cut off here) so maybe the dad didn’t pull in and get the kids. They make it sound like she randomly dropped them off on the curb and drove off.

The parents were supposed to wait for each other and she probably arrived too soon to meet with the father and thought it was OK to leave these small children in the middle of the parking lot instead of taking them inside and waiting for the father. They’re supposed to meet the parent inside the sheriffs department, not leave the children in the middle of the parking lot and she needs to go to
