The title is a bit misleading. He did have fully functioning lungs. He had a non functioning diaphragm. (That's muscle that's used to deflate (inflate) your lungs). This muscle (or nerves that control the muscle) was most commonly destroyed by the disease Poliomyelitis. A vaccine for Polio was widely available in the early 1960's and Polio became rare so they stopped making the "iron lung".
