As much as I like Traore, and I like him a lot, this seems a bit short-sighted. whereas countries like China go into African nations and build tons of infrastructure indenturing those countries economies and governments; a military base typically has the opposite effect. Usually it is a relatively large cash infusion to whatever local economy these bases are placed. additionally, they provide a degree of protection that would otherwise be financially out of reach for most Nations... take South Korea for example. post-war, the US set up shop and provided a lot of early financial aid serving as a launch pad for the country to develop. additionally, the presence of the military base stabilized the region, by reducing the likely threat from North Korea, and increased investor confidence at the same time.
