Flawed on Cisco's side imo. It's a lot easier to remove a VLAN than have to physically console in. Why make "add" a dependency when the consequence of forgetting it can potentially fuck everything up? I have limited knowledge with Cisco though so if anyone can explain the logic behind it please let me know!!

This is not a problem if you arent using Cisco. Aruba concatenates instead of replaces as do many other vendors.
