I work in cyber security and I’ve been thinking about this a lot since I heard about it. From a technical perspective, it’d actually be insanely easy to accomplish this, and a bunch of different ways to do it. Does he have one? I have no idea. My money would be on him having the files already uploaded somewhere privately, and a script set up to programmatically make them public on a cron job, along with automation to blast out the links. Tons of different ways he could do it, and none of them are especially complex with some basic coding knowledge. If he has them uploaded somewhere like a cloud provider (e.g., AWS), which I doubt, then Rockstar’s best hope would be working with law enforcement and those cloud providers to locate the files and have them removed in tandem with busting him. If has them hosted on a server(s) that he owns, it gets way more complicated and way more unlikely that they’d be able to stop it. They’d basically have to find who he is, where he lives, the devices he has, and cut any internet connection to any and all of those devices. If he truly does have one, Rockstar is screwed.
