those were not symbols of kingship. it's a representation of bahamut, a pre-islamic cosmology where the earth rests upon a bull who stands upon a giant fish. similar to how much of the rest of Asia believed that the world was carried on the back of a turtle.

I think the bull and fish are part of Hindu Vedas and origin story of how the world is. similar to atlas holding the globe in Greek mythology.
