I work at a grocery store- at least three times a day people come back because a gift card has a zero balance. people are hacking or stealing the numbers

When I worked in a grocery store this happened pretty frequently. Either the card wasn't activated correctly when it was bought or it was stolen (gift cards were a very frequently stolen item despite they wouldn't work without an employee activating them).
