Because a lot of black business wasn’t real business. It was tender handouts invoicing government entities at 5x the retail price. It hits different when you run a real business at 30% margins. My opinion.

If you were not willing to pay a “GHOST” 15% of the total value of the tender or RFQ upfront, inflate the price to include the administrators who would adjudicate & award the project. Your invoice would be deliberately placed last on the to do list which can take years! In Zuma times it’s either you comply or never get paid. In current times even at 5% margin, fully compliant, no one calls you.
