Sure both were sued. The hazard was blocked by an advertising sign but there apparently was also no caution sign or cones. City mostly at fault, store also at fault while mother was not paying attention but should not expect such a hazard in a sidewalk.

I would have to say probably fifty percent vote of the mother. And fifty percent fault of the city for not having a manhole cupboard, or a barrier, put up all the way around it
