Traffic making the left turn has to yield the right away to oncoming traffic. The only way the couple isn’t at fault is if the striking vehicle ran a red light. Regardless of the striking vehicle’s speed, the initial traffic violation that caused the collision was the couple’s failure to yield the right of way to oncoming traffic.
