Ukrainian President Volodymyr Zelenskyy says Ukraine is prepared to take a major de-escalation step in the war with Russia: stopping attacks on Russian energy and industrial infrastructure if Moscow genuinely stops striking Ukraine’s critical infrastructure. The proposal could become one of the most significant attempts at reducing attacks between the two countries in months, but there is an important distinction. This is not yet a confirmed ceasefire agreement. U.S. President Donald Trump said that Ukraine and Russia had agreed not to attack one another’s energy facilities. Zelenskyy later clarified that Ukraine is willing to support such an arrangement, but only if the United States and other partners can guarantee that Russia is seriously prepared to follow it. Zelenskyy said Ukraine needs something reliable, long-term and capable of making a real difference in civilians’ lives. The issue of energy infrastructure has become one of the most important parts of the war. Russia has repeatedly targeted Ukraine’s power plants, electricity networks, heating systems and other critical facilities. Those attacks have caused widespread power disruptions and placed enormous pressure on Ukrainian civilians and industry. Ukraine, meanwhile, has increasingly responded with long-range drone attacks against Russian oil refineries, fuel facilities and industrial sites. Those strikes have damaged parts of Russia’s energy sector and contributed to fuel shortages in several Russian regions. That means an agreement to stop attacking energy infrastructure would affect much more than the battlefield. It could protect electricity and heating for millions of Ukrainians, reduce damage to Russian oil infrastructure and potentially ease pressure on global fuel markets. The timing is also important. Trump recently called on Zelenskyy to stop attacking Russian diesel and oil infrastructure, arguing that the strikes were contributing to global fuel shortages and higher prices. Shortly afterward, Trump announced that both countries had agreed not to attack each other’s energy targets. Zelenskyy’s response was more cautious. Ukraine appears willing to participate, but Kyiv wants evidence that Moscow will actually respect the arrangement. Previous efforts to establish limited ceasefires during the war have repeatedly collapsed, with Russia and Ukraine accusing each other of violating agreements. That history explains why Zelenskyy is demanding guarantees before Ukraine changes its strategy. For now, the proposal should not be viewed as the end of the Russia-Ukraine war. The fighting continues, Russian strikes continue across Ukraine, and fundamental disagreements between Moscow and Kyiv remain unresolved. But if both sides genuinely stop attacking critical infrastructure, it could become an important test. Can Russia and Ukraine maintain even a limited agreement? If they can, it could potentially create space for broader negotiations. If they cannot, it would reinforce the deep distrust that has repeatedly undermined previous peace efforts. Zelenskyy described de-escalation around critical infrastructure as something that could become a first step toward peace.
