I think toners can be exfoliating. I have a salicylic acid toner that I *think* is exfoliating.

The hydrating you can use before the active once. Ex. hyaluronic acid and then vitamin c

Also a tip for serums. If it’s hydrating and you are not super excited about it, you could you it on your body. I had a serum I didn’t want to use on my face anymore and I decided to use it on my chest and arms. They felt great and were super hydrated!!
