@ugandahistoryarchives: Charles Wesley Mumbere Iremangoma II’s trajectory as the Omusinga (king) of Obusinga bwa Rwenzururu reflects decades of tension, armed resistance, and complex political negotiations between the Rwenzori region and successive Ugandan central governments. Inheriting the Resistance (1966–1972) Following the death of his father, Isaya Mukirania who founded the Rwenzururu secessionist movement in 1962 against the Tooro Kingdom and the central government a young Mumbere assumed leadership deep in the Rwenzori mountains. Photographs and portraits of the young leader were widely circulated among the Bakonzo and Bamba communities to unify loyalists and sustain morale during counter-insurgency operations under President Milton Obote and later Idi Amin. The 1982 Peace Settlement After two decades of operating an underground, self-declared kingdom government from mountain strongholds, Mumbere entered formal negotiations with Milton Obote's second administration. In August 1982, the Rwenzururu movement agreed to lay down arms in exchange for local political recognition, administrative appointments, and government scholarships. Mumbere subsequently relocated to the United States, where he lived for over two decades. Official Restoration and Coronation (2009) Following years of advocacy by community elders and political leaders, President Yoweri Museveni's government officially recognized Obusinga bwa Rwenzururu as a cultural institution in 2009. On October 19, 2009, Mumbere was formally crowned in Kasese, marking the official end of a 47-year political dispute over the kingdom's state recognition. The 2016 Kasese Palace Raid and Imprisonment Political friction between local royal guards and central security forces culminated on November 27, 2016, when the Uganda People's Defence Forces (UPDF) raided Mumbere's palace in Kasese. Over 100 people were killed, and Mumbere was arrested alongside more than 200 royal guards, facing charges of treason, murder, terrorism, and aggravated robbery. Bail, Amnesty, and Return (2017–2023) Granted conditional bail in 2017, Mumbere was restricted from visiting the Rwenzori region for nearly seven years.
