So in this situation, if the officer is doing a welfare check because he was called out to investigate that vehicle. Technically, he can get up to the door and the reason being is he's answering a call for service. It would be no different if somebody from the house called 911. And said, i'm being battered by my spouse, and the officer jumped the gate to come up there. To investigate, that gate is no longer going to restrict him. Because he's answering a call for service

Police have a right to enter the land to conduct investigations but not the home unless invited or with a Warrant or in direct pursuit of an offender or they hear sounds of distress from within.
